The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pride in presenting the Distinguished Service Cross (Posthumously) to Second Lieutenant (Infantry) Lowell Hobart Riley, United States Army, for extraordinary heroism in action while serving with 58th Infantry Regiment, 4th Division, American Expeditionary Forces, at Ville Savoye, northeast of Chateau-Thierry, France, 7 August 1918. Lieutenant Riley maintained an observing station for his battalion commander for two days, although subjected during the whole of this time to intense artillery bombardment. He obtained valuable information as to the movements of the enemy, which was used in directing artillery fire. While engaged in this very important and hazardous work he was killed by shell fire.
