The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to First Lieutenant (Infantry) George T. Phipps, United States Army, for extraordinary heroism in action while serving with 16th Infantry Regiment, 1st Division, American Expeditionary Forces, near Soissons, France, 18 July 1918. Remaining on duty after his right elbow had been shattered by a machine-gun bullet, he personally led a company to the left and front, covering a flank that was entirely exposed. Being then placed in command of a battalion he led a successful attack upon a strong enemy position, showing marked ability as a leader and inspiring his men by his bravery.
