    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Private Charles Phillips, United States Army, for extraordinary heroism in action while serving with Company A, 4th Machine-Gun Battalion, 2d Division, American Expeditionary Forces, near Vierzy, France, July 18 – 19, 1918. On 18 July 1918, he twice drove a light truck loaded with ammunition through Vierzy and up the road directly in the rear of the position occupied by his company, this road being under heavy shell fire at all times. On the morning of the 19th of July he returned over the same route with rations and ran his truck under machine-gun fire to within 50 yards of the trenches. On the return trip his truck was hit by a shell and destroyed, whereupon he borrowed another truck and returned.
