    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Private James T. O’Neill (ASN: 1261315), United States Army, for extraordinary heroism in action while serving with 110th Ambulance Company, 103d Sanitary Train, 28th Division, American Expeditionary Forces, at Fismes, France, 10 August 1918. Under heavy shell and machine-gun fire, Private O’Neill voluntarily made five trips to ascertain the condition of a bridge over the Vesle River to make sure that it was safe for the passages of ambulances. Later, when the bridge became impassable for vehicles Private O’Neill crossed the bridge on foot and brought back food and medical supplies.

    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private James T. O’Neill (ASN: 1261315), United States Army, is cited by the Commanding General, American Expeditionary Forces, for gallantry in action and a silver star may be placed upon the ribbon of the Victory Medals awarded him. Private O’Neill distinguished himself by gallantry in action while serving with 110th Ambulance Company, 103d Sanitary Train, 28th Division, American Expeditionary Forces, in action at Fismette, France, 10 August 1918, in voluntarily making five trips across a shell swept area in order to see whether the condition of a bridge would permit ambulances to cross. [This award was rescinded under GHQ, American Expeditionary Forces, Citation Orders No. 8 (March 1, 1920) as the recipient has been awarded a Distinguished Service Cross for deed including this act.]
