The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Captain (Infantry) Earl Conrad Offinger, United States Army, for extraordinary heroism in action while serving with 315th Infantry Regiment, 79th Division, American Expeditionary Forces, near Nantillois, France, 29 September 1918. While leading his company, under heavy shell and machine-gun fire, Captain Offinger received severe arm wounds. He was obliged to return for treatment to a first-aid post, and advised to go to the rear. Refusing, he returned to his lines, reorganized his company, and formed their position before being evacuated.
