The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to First Lieutenant (Infantry) Francis M. Morgan, United States Army, for extraordinary heroism in action while serving with 353d Infantry Regiment, 89th Division, American Expeditionary Forces, during the Argonne-Meuse offensive, November 1 – 11, 1918. Although severely wounded, Lieutenant Morgan maintained command of two platoons throughout the offensive, personally leading patrols through enemy territory and breaking up enemy resistance on the flanks which were holding up the advance of his neighboring units.
