The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Major (Infantry) Maxon Spafford Lough, United States Army, for extraordinary heroism in action while serving with 38th Infantry Regiment, 3d Division, American Expeditionary Forces, near Romagne, France, 9 October 1918. Although severely wounded, Major Lough continued to lead his battalion to his objective and refused to be evacuated until his battalion was relieved.

    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Major (Infantry) Maxon S. Lough, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with the 38th Infantry Regiment, 3d Division, American Expeditionary Forces, near Romagne, France, on 9 October 1918, Major Lough showed courage and leadership of an exceptional character by leading his Battalion through to its objective and, although severely wounded, refused to be evacuated until his Battalion was relieved.
