    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to First Lieutenant (Infantry) Frank Y. Hill, United States Army, for extraordinary heroism in action while serving with 117th Infantry Regiment, 30th Division, American Expeditionary Forces, near Geneve, France, 8 October 1918. Lieutenant Hill was wounded by shell fire while he was leading his men forward, but he nevertheless continued in the attack until his men were stopped by intense machine-gun fire and forced to take cover in shell holes. Voluntarily leaving shelter, he thereupon started back to obtain reinforcements, and after going only a short distance was seriously wounded in three places by machine-gun fire.
