The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to First Lieutenant (Infantry) Thomas Henry, United States Army, for extraordinary heroism in action while serving with 28th Infantry Regiment, 1st Division, American Expeditionary Forces, near Soissons, France, 18 July 1918. Lieutenant Henry gallantly led his platoon forward through heavy machine-gun fire in an attack on a strongly held enemy position. Due to his initiative and gallantry, two enemy machine guns were captured and 25 of the enemy forced to surrender. Later, when wounded, he refused to be evacuated until, through loss of blood, he could go no farther.
