The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pride in presenting the Distinguished Service Cross (Posthumously) to Second Lieutenant (Infantry) Harold Allen Healy, United States Army, for extraordinary heroism in action while serving with Company D, 8th Machine-Gun Battalion, 3d Division, American Expeditionary Forces, near Le Channel, France, 15 July 1918. After several runners had been unsuccessful in attempts to carry an important message, Lieutenant Healy volunteered and succeeded in delivering the message through intense shell fire, returning with the reply and aiding three wounded infantrymen en route. Later, with another officer, he went through heavy enemy shell and machine-gun fire and carried to shelter two wounded Frenchmen.
