The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Private William J. Frank (ASN: 544519), United States Army, for extraordinary heroism in action while serving with Headquarters Company, 30th Infantry Regiment, 3d Division, American Expeditionary Forces, near Bois-d’Aigremont, France, July 14 – 15, 1918. On the night of July 14 – 15 Private Frank volunteered and carried messages through heavy shell fire, after other runners had been killed in the attempt to perform the same mission.

Frank (ASN: 544519), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Headquarters Company, 30th Infantry Regiment, 3d Division, American Expeditionary Forces, on 15 July 1918, at Bois d’Aigremont, France, Private Frank frequently exposed himself to heavy shell fire to carry messages from 3d Battalion Post of Command to the Companies of the Battalion.
