The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Sergeant James E. Flood (ASN: 1938517), United States Army, for extraordinary heroism in action while serving with Company F, 38th Infantry Regiment, 3d Division, American Expeditionary Forces, near Romagne, France, 11 October 1918. Sergeant Flood kept his platoon advancing under heavy artillery and machine-gun fire and although seriously wounded, continued in command until the objective was reached.

While serving with Company F, 38th Infantry Regiment, 3d Division, American Expeditionary Forces, while in battle near Romagne, France, 11 October 1918, with great courage and ability, Sergeant Flood kept his platoon advancing under a heavy artillery and machine gun fire and although seriously wounded, continued in command of his platoon until his objective was reached.
