The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Captain (Corps of Engineers) Charles Edmond Deleuw, United States Army, for extraordinary heroism in action while serving with 4th Engineers, 4th Division, American Expeditionary Forces, near Ville Savoye, France, 11 August 1918. Captain Deleuw was in command of a detachment of engineers engaged in constructing an artillery bridge across the river Vesle under constant fire from machine-guns and bombardment by both high-explosive and gas shells. Although he was suffering from the effects of gas, this officer remained in charge of the party, directing the work, and furnishing his men a splendid example of courage under fire and disregard for personal safety.
