The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Second Lieutenant (Corps of Engineers) Frank B. Cook, Jr., United States Army, for extraordinary heroism in action while serving with 4th Engineers, 4th Division, American Expeditionary Forces, near Ville Savoye, France, 11 August 1918. Lieutenant Cook directed the construction of an artillery bridge on the Vesle River under constant machine-gun and shell fire, set a splendid example to the members of his command by his disregard of danger. On the morning of August 11 he was wounded while personally looking after the safety of an outguard during a heavy enemy bombardment.
