The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pride in presenting the Distinguished Service Cross (Posthumously) to Second Lieutenant (Infantry) Thomas E. Carter, United States Army, for extraordinary heroism in action while serving with 9th Infantry Regiment, 2d Division, American Expeditionary Forces, near Tuilerie Farm, France, 4 November 1918. Lieutenant Carter showed extraordinary heroism when he led his company through an intense machine-gun and artillery fire against superior numbers. He made an important gain but was killed by machine-gun fire during the engagement.
