The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to First Lieutenant (Infantry) Frank Carter, United States Army, for extraordinary heroism in action while serving with 326th Infantry Regiment, 82d Division, American Expeditionary Forces, near St. Juvin, France, 11 October 1918. Leading two platoons across the Aire River, Lieutenant Carter brought his command to the aid of an assault company which had been stopped by withering enemy fire. As senior officer with the troops who had crossed the River, he constantly exposed himself in organizing units and directing fire. He continued in action after being wounded, being evacuated only after he had dropped from exhaustion, and after he had rescued three wounded enlisted men and one officer.
