The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Lieutenant Colonel (Infantry) Arthur Dryhurst Budd, United States Army, for extraordinary heroism in action while serving with 311th Infantry Regiment, 78th Division, American Expeditionary Forces, near Grand Pre, France, 28 October 1918. After our troops had established a neat line and before the position had been consolidated, the enemy put down an extraordinary heavy barrage on the position. Colonel Budd went through this barrage from one end of the line to the other to prepare for the expected counterattack before returning to his post of command.
