The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to First Lieutenant (Infantry) Thomas Francis Bresnahan, United States Army, for extraordinary heroism in action while serving with Headquarters Company, 38th Infantry Regiment, 3d Division, American Expeditionary Forces, near Mezy, France, 15 July 1918. While acting as battalion signal officer Lieutenant Bresnahan organized a detachment of orderlies, runners, and casuals and attacked a German patrol, which was completely routed.

Bresnahan, United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Headquarters Company, 38th Infantry Regiment, 3d Division, American Expeditionary Forces, on 15 July 1918, near Mezy, France, during the Battle of the Marine, while acting as Battalion Signal Officer, Lieutenant Bresnahan organized a small detachment of orderlies, runners and casuals, and attacked a German patrol, killing and scattering it completely.
