    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Private William V. Baxter (ASN: 1711191), United States Army, for extraordinary heroism in action while serving with Medical Detachment, 308th Infantry Regiment (Attached), 77th Division, American Expeditionary Forces, near Revillon, France, 8 September and in the Argonne offensive 28 September 1918. On 8 September Private Baxter went to the aid of wounded comrades, despite the deadly fire of rifles and machine guns; and after administering to them in a shell hole, he carried the men, one at a time, to safety. On 28 September after being painfully wounded, he refused to go to the rear until he had rendered first aid to a more seriously wounded comrade.
