By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Sergeant Frank C. Barnes, Jr. (ASN: 1038254), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Battery B, 10th Field Artillery Regiment, 3d Division, American Expeditionary Forces, Sergeant Barnes displayed exceptional heroism in the Marne Defensive, 16 July 1918. When several men of the section which he commanded had been wounded by enemy fire, he assisted several of them to the First Aid Station, although he was himself painfully wounded.     The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Sergeant Frank C. Barnes, Jr. (ASN: 1038254), United States Army, for extraordinary heroism in action while serving with Battery B, 10th Field Artillery, 3d Division, American Expeditionary Forces, during the Champagne-Marne offensive, France, 16 July 1918. Sergeant Barnes, while in charge of a detached piece, by his bravery, courage, and devotion to duty greatly inspired his men at all times. When an enemy shell either killed or wounded his entire gun crew excepting one man, he, although painfully wounded, assisted the other wounded members of his crew to the first-aid station.
