The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pride in presenting the Distinguished Service Cross (Posthumously) to Second Lieutenant (Infantry) Howard A. Bair, United States Army, for extraordinary heroism in action while serving with 354th Infantry Regiment, 89th Division, American Expeditionary Forces, near Barricourt, France, 4 November 1918. Calling on his platoon to follow, Lieutenant Bair pushed forward and attacked enemy machine-gun nests. After killing two of the enemy, he himself was killed by a hand grenade, while accepting the surrender of another of the enemy.
