The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Lieutenant Colonel (Infantry) Frank Howard Adams, United States Army, for extraordinary heroism in action while serving with 38th Infantry Regiment, 3d Division, American Expeditionary Forces, near Dormans, France, on 15 July 1918. Lieutenant Colonel Adams was conspicuous for gallantry in action when, with courage and forcefulness and without regard to his personal safety, he voluntarily organized detachments of units other than his own and led them into effective combat.
