The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Commander Robert E. Tod, United States Navy (Reserve Force), for conspicuously successful and cooperative industry in matters essential to the handling of transports and cargo ships of the United States while serving as Port Officer, and later as Utilities Officer, at Base Section No. 5, Brest France, during World War I. Also, for the exercising of well-balanced business judgment in dealing with emergencies and for untiring and self-sacrificing effort to the end that ships be speedily turned around; for his subordination of all that concerned Army troops, thereby rendering most conspicuous services to the American Expeditionary Forces in a position of great responsibility.
