The President of the United States of America takes pleasure in presenting the Navy Cross to Commander Vaughn V. Woodward, United States Navy, for distinguished service in the line of his profession as Engineer Officer of the U.S.S. LEVIATHAN, in organizing and training the engineer department of that vessel from her first commissioning, and overcoming many defects by which the performance of this ex-German liner was greatly improved.
