The President of the United States of America takes pleasure in presenting the Navy Cross to Carpenter’s Mate First Class Edward J. Willoughby, United States Navy, for extraordinary heroism while serving on the U.S.S. TICONDEROGA in action with a German Submarine, 30 September 1918. When that vessel was torpedoed, Carpenter’s Mate First Class Willoughby continued to perform his duty in sounding holds and transmitting orders, after being wounded, until the order was given to abandon the ship.
