The President of the United States of America takes pleasure in presenting the Navy Cross to Rear Admiral Charles S. Williams, United States Navy, for exceptionally meritorious service in a duty of great responsibility as Officer in Charge of Provisions and Clothing Depot, and later as Officer in Charge Fleet Supply Base, Third Naval District.
