The President of the United States of America takes pleasure in presenting the Navy Cross to Captain Richard Drace White, United States Navy, for distinguished service in the line of his profession in Command of the U.S.S. ORIZABA on three round trips carrying troops during World War I, on one of which trips he was wounded by a premature explosion of a depth charge but declined to relinquish command.
