The President of the United States of America takes pleasure in presenting the Navy Cross to Lieutenant Robert Barber Twining, United States Navy, for distinguished service in the line of his profession as Officer of the Deck of the U.S.S. PORTER, upon the occasion of an encounter with an enemy submarine during World War I. Lieutenant Twining acted promptly and correctly, with the result that the submarine was attacked with depth bombs and is believed to have been so seriously damaged that she was obliged to return to her base.
