The President of the United States of America takes pleasure in presenting the Navy Cross to Electrician Third Class John E. Taggart, United States Navy (Reserve Force), for distinguished service in the line of his profession as Radio Operator in an Airplane over the North Sea on 19 July 1918, when an enemy submarine was successfully attacked.
