The President of the United States of America takes pleasure in presenting the Navy Cross to Captain Homer R. Stanford, United States Navy, for distinguished service in the line of his profession in carrying out a survey of the requirements and plans for applying power where needed in the District of Northern New Jersey, also in collaborating with the authorities of the Commonwealth of Massachusetts to secure the early completion of the Commonwealth Dry Dock.
