The President of the United States of America takes pleasure in presenting the Navy Cross to Chief Boatswain’s Mate Edward M. Smith, United States Navy, for exceptionally meritorious and distinguished service in charge of the Armed Guard of the S.S. Santa Cecelia, displaying heroic conduct during an encounter between the Santa Cecelia and German submarines on 8 October 1917. Chief Boatswain’s Mate Smith was commended for his zeal and efficiency in the performance of his duty.
