The President of the United States of America takes pleasure in presenting the Navy Cross to Rear Admiral William Rawle Shoemaker, United States Navy, for exceptionally meritorious service in a duty of great responsibility as a Member of the General Board in advising the Department upon many matters of great importance relating to the conduct of the war.
