    The President of the United States of America takes pleasure in presenting the Navy Cross to Lieutenant Philip Seymour, United States Navy, for distinguished service in the line of his profession as Commander of the Armed Guard of the S.S. MONGOLIA. On 1 June 1917, an enemy submarine fired a torpedo at that vessel, which through quick maneuvering missed the ship. Four shots were fired at the periscope, when the submarine disappeared.
