The President of the United States of America takes pleasure in presenting the Navy Cross to Chief Master at Arms Philip Schlosberg, United States Navy, for distinguished service in the line of his profession as Commander of the Armed Guard of the S.S. W. W. Tilford, and in an encounter with an enemy submarine. On 8 June 1918, off Spezia, Italy, a submarine was sighted, at which twenty rounds were fired, some of which are believed to have damaged the submarine, as it came to the surface, and made for the beach, followed by the Italian torpedo boat escort.
