The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Brigadier General Hugh G. Goligher, Royal British Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. Serving as a Financial Officer of the British Expeditionary Forces in France, by his broad experience and extraordinary administrative ability, General Goligher proved a notable factor in the success of the allied cause. He was at all times at the service of the American officers, who were charged with questions of supply and finance, and by his sound advice, unfailing courtesy, and loyal spirit of cooperation rendered services of the utmost value to the American Expeditionary Forces.
