Robert Richardson graduated from the U.S. Military Academy at West Point, Class of 1904. He retired as a U.S. Army Lieutenant General in 1946, and was posthumously promoted to General by Act of Congress in 1954.

Lieutenant General Richardson displayed outstanding professional ability, keen perception and initiative in the preparation and execution of plans for the vital task of maintaining and coordinating a steady flow of supplies to Army forces fighting a swift moving campaign from the Gilberts and Marshalls to the Marianas, Palau and Okinawa, and in his organization and supervision of training troops for the type of warfare employed to defeat the Japanese. As Military Governor of Hawaii, he exercised mature judgment and tact in providing a strong defense for the area with a minimum of inconvenience for the civilian population. His professional excellence, sincerity of interest and devotion to duty were direct contributing factors to the successful prosecution of the war against the Japanese Empire and were at all times in keeping with the highest traditions of the United States Naval Service.

Colonel Richardson organized and conducted with great efficiency the important strategic and tactical liaison service of the 2d Section, General Staff, General Headquarters, American Expeditionary Forces. During the Meuse-Argonne operations he gave proof of notable military attainments and untiring devotion to duty by the efficient manner in which he organized and administered the advanced General Headquarters, rendering services of distinction to the American Expeditionary Forces.
