The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Major General Robert Ernest Noble, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. General Noble had immediate charge of the Personnel Division of the Surgeon General’s Office and solved the problem of getting medical officers into the Army during an increase from 1,500 at the beginning of the war to 30,000. He also had charge of the Hospital Division of the Surgeon General’s Office, handling both of these large responsibilities with conspicuous success.
