By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), First Lieutenant (Coast Artillery Corps) Victor R. Burton, United States Army, is cited for gallantry in action and a silver star may be placed upon the ribbon of the Victory Medals awarded him. First Lieutenant Burton distinguished himself by gallantry in action while serving with Battery F, 43d Regiment, Coast Artillery Corps, American Expeditionary Forces, in action near Reighneville, France, 1 November 1918. The battery aiming post having been destroyed, Lieutenant Barton with Lieutenant Arthur J. Gronna volunteered and under severe artillery fire with total disregard for personal safety, located a new aiming post.

While the battery of his organization was under severe shell fire, Lieutenant Burton volunteered with others to move an ammunition car out of danger, and from an exposed position, directed the unloading and movement of the ammunition.
