    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Private Earle M. Phelps (ASN: 124360), United States Army, is cited for gallantry in action and a silver star may be placed upon the ribbon of the Victory Medals awarded him. Private Phelps distinguished himself by gallantry in action while serving with Company C, 5th Field Artillery Regiment, 1st Division, American Expeditionary Forces, in action near Beaumont, France, 28 March 1918, where upon three occasions he left a place of shelter in order to rescue men of the neighboring battery who had been wounded by enemy fire.
