    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Captain Albert L. Legrand, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Chief Liaison Officer with the American Rents, Requisitions, and Claims Service, Captain Legrand rendered most valuable service in conducting negotiations between the French and American authorities relative to the settlement of numerous claims and in making of agreements relative to the occupancy of French Government property by the American Expeditionary Forces. He displayed tact and zeal at all times, working unreservedly for the good of the allied cause.
