The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Lieutenant Colonel of Infantry Louis A. G. Gourguen, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Chief of the 2d Bureau, French Ministry of War, Lieutenant Colonel Gourguen at all times effectively collaborated with the various missions in deciding questions of policy and work to be undertaken. By his tactful and whole-hearted cooperation he rendered valuable and distinguished service to the American Expeditionary Forces. He was tireless in devotion to his important duties, and at all times showed himself a loyal friend, zealous in our behalf.
