The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Major General Augustin Y. E. Dubail, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I, as Military Governor of Paris, France. Through General Dubail’s distinguished efforts one of the largest hospitals in Paris was made available for the use of the American Expeditionary Forces, rendering possible the hospitalization there of hundreds of the sick and wounded of the American armies.
