The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Major General Henri V. Deligny, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. In Command of the 3d French Region at the time of the formation of American Base Section No. 4, General Deligny gave most helpful attention to the needs of the American Expeditionary Forces, affording us his unhesitating support. His tireless efforts in our behalf assured the success of important projects in the base section, contributing largely to the achievements of our armies.
