The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Major General Michel H. M. Coutanceau, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Commanding General of the 11th French Region, General Coutanceau rendered the American authorities most valuable assistance, meeting them always in a spirit of cordial cooperation. Through his willing help, billeting areas and many other facilities were placed promptly at the disposal of the American Expeditionary Forces.
