    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Field Artillery) Charles D. Winn, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Commanding Officer of the 306th Field Artillery, 77th Division, Colonel Winn displayed high qualities of leadership. Maintaining a high standard of efficiency and morale in his regiment, he constantly kept his command in close proximity to the attacking infantry, furnishing it accurate and timely support, furthering its rapid advance, and contributing to the successes gained.
