The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Medical Corps) Arnold D. Tuttle, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. In his capacity as Assistant to the Chief Surgeon, and later as a member of the General Staff, American Expeditionary Forces, Colonel Tuttle supervised the preparation of hospitalization plans and their execution and assisted in the evacuation of sick and wounded from the battle fields in such manner as to greatly increase the efficiency of his department.
