The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Major (Medical Corps) Samuel J. Turnbull, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Commanding Officer of Evacuation Hospital No. 9, Major Turnbull performed his exacting duties with notable success. Overcoming numerous obstacles, by his keen foresight and administrative ability he was instrumental in securing the prompt evacuation and effective treatment of a large number of sick and wounded.
