    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Brigadier General William Henry Rose, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. While in charge of the Engineer Depot, General Rose was charged with the system of purchase of supplies. His exceptional ability, judgment, and resourcefulness are apparent in the efficient solution of the many difficult problems involved and in the success attained in supplying the vast quantities of engineering supplies to the Army overseas.
