    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Colonel (Coast Artillery Corps) Charles Herman Patterson, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As an officer of the Inspector General’s Department and as Chief of the Investigative Division of that department, Colonel Patterson’s rare efficiency and good judgment in the investigation and treatment of difficult and intricate problems have materially facilitated the administration of the Office of the Inspector General, and have been of great value to the War Department and to the Army.
