    The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Army Distinguished Service Medal to Brigadier General Frank Parker, United States Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. General Parker Commanded with marked distinction the 18th United States Infantry. Later, as a Brigade Commander, 1st Infantry Brigade, he exhibited qualities of rare leadership, superb courage, and unusual initiative. Finally he commanded the 1st Division in the Argonne offensive in the Autumn of 1918, where he showed himself to be a skilled leader of marked ability.
